Rat City is called so because it’s situated on a pocket of limestone that is slowly crumbling downward into a sinkhole that brings this circle of city down to just barely level with the water table. The sewers tend to overflow in a solid rain and when high tide comes in the streets are under a regular 4" of water. As a result many of the buildings are somewhat crumbling or being raised up on stilts. Several areas that were once large structures have crumbled into abandoned ruins.
Rat City houses the worst of the criminal elements in the city. The poor and the desperate who can’t afford housing in Midtown. It’s said that if you throw a copper into the air it’ll never reach the ground and at least 2 people will be stabbed for it.
Set slightly into Rat City’s rock infested harbor is Iron Gate Prison, the place the Warlord puts those he doesn’t care about or those he hates but doesn’t feel like killing. The top floors of the prison are simply an unpleasant dungeon full of cells. The lowest level however, are horrible places known as the Water Cells. These cells are just below the water line and never have less than 2’ of water in them. When high tide comes in they can fill up to 4’ high, sometimes higher. Prisoners in them face constant water damage, bites from the aquatic animals that have made it in, disease and exposure. Most die within a few weeks. Shorter prisoners simply drown if they can’t hold onto the upper bars long enough.
